Ann Bluntzer Pullin

Ann Bluntzer Pullin, PhD serves as the executive director of the Hamm Institute for American Energy at Oklahoma State University. Bluntzer Pullin is a recognized thought-leader on the geopolitics of the energy sector, energy policy, grid and infrastructure innovations, and the oil and natural gas industry. She has over 25 years of experience in higher education as a professor and administrator. She continues to lead programs that enrich student and industry knowledge in the energy and agriculture sectors.
She has previously worked with Texas Christian University, University of South Carolina, Texas A&M University, University of Jakarta, Austin Business College, and Warsaw University of Life Sciences. She began her career with the Foreign Agriculture Service at the United States Department of State, with assignments in Poland, Lithuania, Indonesia, and Australia. Bluntzer Pullin has also served in executive leadership positions with various nonprofit organizations globally.
Bluntzer Pullin holds a PhD in Organizational Management and Education Administration from the University of South Carolina, a Master of Education in Leadership & International Studies, and a Bachelor's in Agricultural Development from Texas A&M University.
Katie Altshuler
Deputy Executive Director

Katie Altshuler serves as the deputy executive director of the Hamm Institute for American Energy at Oklahoma State University. Prior to her role at the Hamm Institute, Altshuler managed federal and state government affairs, regulatory and community relations for Marathon Oil Corporation. Altshuler’s experience includes senior roles in both the Federal and state government. In the U.S. Senate, she served as Sr. Floor Assistant & Policy Advisor for OK Senator Don Nickles in the Whip Office and later as the Staff Director for the Senate Republican Policy Committee. Upon returning home to Oklahoma, she served as the Policy Director for two Speakers of the Oklahoma House of Representatives and as Policy Director for OK Governor Mary Fallin.
Jason Angolano
Director of Research
Jason Angolano is an engineering leader with a diverse background of product and technology evaluation. He has been instrumental in the creation of numerous world-class laboratories and testing facilities for various industries, most recently the oil and natural gas technology center for General Electric/Baker Hughes. He has also managed a diverse range of testing portfolios, covering everything from early technology discovery to final production validation for a wide array of products and services.
Angolano has also spent more than a decade in the automotive and off-highway industries testing and validating products prior to production for Harley-Davidson and Mercury Marine.
Jason has a master’s degree from the University of Wisconsin-Madison and a bachelor’s degree from Oklahoma State University. He was born and raised in Oklahoma, and lives in the OKC area with his wife and two sons.
Dara McBee
Director of External Affairs
Dara McBee is the Director of External Affairs at the Hamm Institute for American Energy, where she leads the Institute’s communications, external partnerships, and stakeholder engagement to advance American energy security. She has more than 15 years of experience in public relations and marketing, including over a decade working with the oil and natural gas industry.
Before joining the Hamm Institute, McBee led public relations, advertising, and community relations for the Oklahoma Energy Resources Board, the nation’s largest oil and natural gas checkoff program. Her work focused on developing integrated campaigns, managing statewide education and outreach efforts, and strengthening relationships with industry, community, and education partners. She began her career in broadcast journalism as executive producer and morning anchor for the ABC affiliate serving southwest Oklahoma and North Texas.
McBee holds a Master of Arts in Communication and a Bachelor of Arts in Journalism, both from the University of Oklahoma.
